2001 Mitsubishi Mirage Turnsover but will not start.

My vehicle info:
2001 Mitsubishi mirage DE Coupe
1.5L Engine
Manual Transmission
170,000+ Miles
The Problem:
About 4 months ago there were heavy rains where I live and I ran into high water and my car shut off. I let it sit overnight and it started right up the next day. 2 months later the battery went dead, then the alternator died as well. I fixed those issues and about 2 weeks ago I started having starting issues. They are intermittent. The car turns over but will not start. I have to try over and over and over again before it finally starts after about 10 minutes. Once it starts, the vehicle is fine. It runs smooth and it does not cut off, nor are there any signs that anything is wrong. Once its off I can start it back up, most of the time. Today it started in the morning but it sounded like it wanted to cut off, I hit the gas and it started to idle smoothly and it stayed on without me having to hold the gas down. I drove it to work with no problems. When I got off it started but immediately cut off, I can't even hit the gas, it just shuts off.
What I've done:
I've installed new: battery(2mos ago), alternator(2mos ago), sparkplugs, wireset, distributor cap(2wks ago) . The problem started before I replaced the sparkplugs, wireset and dist cap(thats why I replaced them). My check engine light was on since before the high water incident, I just never got around to checking it(yea I know, dumb move). Today I borrowed a scan tool and got back 2 codes P403, and P421. I looked the codes up: P403 Exhaust Gas Recirculation Circuit Malfunction and P421 Warm up catalyst efficiency below threshold. Tomorrow I'm going to test the EGR Solenoid and the O2 sensors, could this be causing my problems? What else could it be or what else should I check?

If you are just have this problem at idle I would start off with some maintenance. Clean the throttle body with some throttle body cleaner and a little brush (be sure to open the throttle all the way), then run it & give it some shots down the throat to see if that helps it idle a little better.

The 2 codes you got really should be causing your problem, the cat code is just the cat taking too long to set off, probably on it's way out and while an egr problem could cause some of those conditions, I have seen this problem on Mits, more than likely just a position sensor but and easy check would be to disconnect the valve while it's running good & see if the problem disappears....

could his problem with starting be trouble with the starter not engaging or the distributor?

If the starter wasn't engaging it would be a no crank condition.

As far as the dist, that could definitely be a problem but I've found it's sometimes best to eliminate the easiest & cheapest stuff 1st....... A throttle body cleaning is really something that needs to be done whether you are having problems or not.....

thanks for giving me info also im still learing lots of stuff as im still in school but hope to be a mechanic
the only reason i always think of starters is cuz i thought thats where the spark comes from to the distributor even and then to the plugs? would you correct me cuz the way you say its not the situation

spark is generated from the ignition coil, goes into the distributor and, as the rotor turns inside, the spark is distributed to each plug. Some cars have no distributors just high energy coils and a thing we call pcm or computers put simply. And some cars don't have starters, they have cranks, big hills, or in my case, rubberbands. just messin w/ya
