2000 Pontiac surges and nobody can figure out why

I have a 2000 Pontiac Grand Prix GTP that surges, a pontiac dealer drove it for 1 minute and said it was the transmission. A trans. shop said it's not , they think it's in the fuel system. Another shop, said it's the trans. Another mechanic has played with for days and said it's not the trans, But he can't figure it out. The service engine light is not on,nor does it pull any codes when checked. Any ideas? (please help, before I park it on the train tracks)

There are alot of speculations concerning surges.....looks like testing part by part...start with the basic,..fuel pressure test, check the timing and check for vacuum leaks around the intake/throttle body.....and I've know the speed sensor in the trans to affect engine operations too.
