OK. Now that we have determined the wheels will not spin freely. is there anything else you would like to tell us? Like have you done anything to the brakes, tires, suspension? Please give us more information and we can help. Thanks.

New tries from a tire store and I installed the brakes.

If the problem started after either repair, that is where to look. If they spun freely before you replaced the brakes and then would not, look at the caliper slides and be sure there is nothing holding the pads against the rotors. If it started after the tire replacement, then they amy have the wheels improperly torqued. Just go back over what was done and something will stand pout as the problem. aif it waas that simple I would and have checked it out. Can the pads be the wrong size?

did you let the caliper hang by the brake hose?????? if you did or if it fell briefly you could have damaged the hose internally cause internal blockage.

the damaged hose will act like a check valve letting you press the brake pedal to actuate the brakes but the hose will not release the fluid pressure, thus locking the brake pads against the rotor.
