2000 Infiniti i30 - Tire Squealing Problem

I'm a little bit of a novice at car repair so I'll do my best to explain whats going on. When I turn my car on and try to turn my wheel, my wheel is hard to turn and will squeal a bit. This goes on for about 10 seconds or so and once I start driving, I have no problems at all with squealing or with handling. When I turn the wheel it is kind of tough and is some what choppy to turn. If I let my car sit for another 2-3 hours after driving it, I'll have the same problem. However if I park my car, run into the store for 15-30 minutes, come back out, the car starts up fine with no squealing. I've had the brakes looked at and had the pads replaced recently. I was told everything else looks great. Other than that, I really can't think of any maintenance I've done on the car.
Any ideas?

Check PS fluid now. Squealing may be from slipping belt which will both squeal and give a "choppy" feel for its assist so check that it is tight enough, T

I agree with tom that it's likely the power steering belt that is slipping. the question is why.
