1999 chevy surburban won't start

Hi, can anyone help me out for start problem? I though the starter is the problem. I have removed the starter for tested at Autozone and they said that the starter still good. I installed the starter, but still the same. They also recommend to check for bad fuse and battery cable, I have checked all that and I don't find any problem. What can be the problem?

The pic at the lower right corner is the head-on view of your starter solenoid. The large terminal where the battery cable connects will have 12V all of the time. The small, 'exciter', wire closest to the engine block (when mounted to the engine) will have 12V when you turn the ignition to the start/crank mode. If it doesn't, check the relay. (I'm assuming this isn't a VATS problem).
