1999 Pontiac Grand Am steering wheel hard to turn at times

I have a 1999 Pontiac Grand Am. The first time I started the car and there were squealing noises but the steering wheel was fine and then a few days later I started the car and the steering wheel wouldn't move. After a few seconds and some squealing noises it was fine. Then a few days later, I started the car, the wheel was hard to turn and there were more squealing noises and when the squealing went away car was fine. Would it be the power steering or something else that may be wrong??? PLease help.

Sounds like the belt is slipping. Has it ever been replaced? Belt tension feel good?
