I have a 1998 ford windstar. It was parked for 3 days and would not start. it was driving normal prior to being parked. We have put a new (remanufactured) starter in it. it still will not start. when you turn the key it just makes a thunk kinda noise (sorry for the technical terms). Today is 44 degrees out, went to Advance auto parts and had my battery charged and checked(they say it is fine), battery is now in the car. it is showing 11.75 volts at rest, when the key is turned the volts drop to 5.5 and the starter just makes a Thunk sound. The engine is not turning over why? any ideas?? Also will not start with a jump, same sound.. test was done with DVOM on battery terminals.

If those readings are accurate, you may want to take it to a different parts house to get tested. That voltage is way too low, a bad cell with give you a drop like that with a big load applied....

A fully charged battery should read 12.6 and it shouldn't drop below 10.5 while cranking...............

If you put the dvom leads on the cables, then retake the reading right off the battery terminals with the cables disconnected, if you get a better reading then clean the both cable terminals very well and it wouldn't be a bad idea to trace the ground cable down the block, unbolt it & clean boths sided there as well................

took battery to advance and also to autozone, they both tested battery and state that battery is fine. now what could it be??

If the battery is good then it's possible you have either a bad connection or bad cable. I would start by cleaning all the connections at the battery and block. If you are still having problems then you probably have a bad battery cable.....
