1998 Ford Escort Brake Problems

I'm driving my girlfriend's 1998 Ford Escort with approximately 60,000 miles on it (yes that's right, 60,000). The brakes on it are pulsating. I'm thinking it could be a rotor that is out of true. When I brake, the car literally shakes. Is there anything else that could cause the problem besides the rotor? Is there anyway to know for sure until I rip the wheel off the car?
