1997 Dodge Dakota will not start

My 1997 Dodge Dakota will not start and these are some of the problems I am having. - the fuel pump will not shut off
- the engine will not turn over

Do you mean fuel pump stays on even when the key is out? And what does "not turn over" mean? No cranking or no start?
