96 mercury cougar has starting problems?
The car sometimes will not start. After about 2 minutes it would start. When it didn't start there was no turnover or any sound at all. The lights and radio did work however. Took it to a mechanic that scraped corrosion off of the starter. The car ran well for a week. Last night it once again did not start. Called a tow truck and waited. About 1 and a half hours later jiggled the spark plug wires and the battery cables. The car did not start. No sound at all. Right before the driver got there 20 minutes later, decided to just try just turning the key one last time. It started. It still starts and runs. What does this sound like the problem could be?

That's still consistant IMO with just what you already did - the connections at the starter. I'd re-do that with starter removed and consider a new solonoid too. Check the rest of the battery cable connections as well first if you want to try those first but I find the starter the more likely spot for the problem described,

Long shot, but neutral safety switch? Try starting in neutral?

That's not such a long shot Loren - good idea. With this intermittent crap guess you just have to try several times when it doesn't start and have that correct it to know - huh?
