Disabled ABS system by pulling ABS fuse because it was to expensive to install a new pump.The ABS light on the instrument panel stays on all the time while driving.Is there any easy to get to the instrument panel to remove the light bulb.

Easy way? There is one way. Remove the instrument cluster and disassemble it to access bulbs. I don't know why you bothered to remove any fuses.
