1996 Sable wont turn over.

I have a 1996 Mercury Sable that has been sitting without a start since Feb. I tried to start it the other day to find the battery was dead. I replaced the battery, but now when I try to start it the engine won't turn completely over. (FYI: It doesn't click, it just wont turn all the way over) It's almost as if something may have rusted together and is stopping the engine from turning over. Any Idea's on where to start?

Is this replacment battery charged and contacts good at battery and the cables both sides to block and thru solonoid on to starter?
Will is turn the engine at all? If so, try jumping it but not too hard on the starter or you'll need that too. It might be stuck if wet and some rust is sticking pistions to cylinder walls if that's possible with how it was stored.
If it not seized tight it probably will come out of it - a guess,
