1995 land cruiser (Air Bag) problem.

I have a 1995 land cruiser with an air bag problem, I can not find the resistance values in alldata for the passenger side air bag. It has 0.0 resistance. (are air bags supposed to have some resistance?) the code the ecu is giving is #54 p-squib open ciruit. The controller is working and the harness is undamaged.
Trying to see if there is supposed to be resistance for air bags themselves before i condem the bag and order a new one.
