Hi, I drive a 1995 Dodge Intrepid with a 3.3L V6. I will be installing an aftermarket cold air intake system and was wondering if anyone could tell me what this certain component is. Right now the car has the stock intake and filter. The intake tube runs from the filter into this "device" and then into the engine. It looks like it's an air splitter, a small hose branches off from this point to a separate engine component. I took off the part and looked inside. Inside there seems to be a stationary core with fins attached. Does anyone have any idea what this thing does and is it safe to remove before I put on an aftermarket cold air intake? The picture is just for reference, I haven't installed the filter yet. The circled part is what I'm interested in.

Just know this much - They don't put extra stuff around unless there's a real purpose so it should stay IMO. That is probably part of sound control (intake noise has rules) and you can see the hose to valve cover such that filtered air is replacing vapors drawn out by the PCV system.
It could also be for actuating turbulence of air flow for the best possible delivery. Your call on changing completely from OE. Filter elements of the highest quality, YES. Alterations usually are a waste - again IMO,
