Trans will just down shift based on load and speed. 35 MPH is hell for it to figure out. There is a feature to save you fuel that locks the torque converter at about that speed and will lock and unlock at about that speed. If you try the second "D" selection on your shifter that may be all it takes if that is a common speed for you.
