1994 Chevy k1500 idle surges and surges at speed

Any help is appreciated!!! I have a 1994 Chevy Silverado K1500 with a 5.7L V-8 with TBI at start-up and throughout temp range the engine surges at idle speed and at cruise speeds. The vehicle seems to accelerate fine with maybe a little hesitation. The vehicle seems to surge more during cold weather...but does it on warm days too. On occasions the engine also idles high (between 1500 and 2000) when sitting at stop light etc.. but after vehicle is shut off and restarted usually idle about 500 rpm but fluctuates to about 1200 rpms. I don't really know where to start as far as what to replace or check. I have replaced the ignition control module twice (the last time being about a month ago)...someone please help!!!!

I would remove the throttle body and EGR valve and inspect for vacuum or exhaust leaking into the intake. Make sure the EGR valve isn't stuck or opening at idle. Inspect the TBI base gasket and EGR ports.
