1993 Honda Civic ex wont start

Ok I have a 1993 Honda Civic EX vtec 1.6 liter single overhead cam with 130K miles on it.

One day i was driving the car and the oil pump light came on, I checked the oil and it was low so i put 2 quarts in. Light went off for a few miles then came back on and i could hear the valves ticking. I checked the oil and it was low again so I assumed it to be the oil pump so I parked the car till morning. I replaced the oil pump then crunk it, well it gets oil now but did some damage to the crank and bearings under the #1 cylinder. I had the crank and the #1 rod turned and fitted with new main and rod bearings. I replaced all gaskets, oil, oil filter, spark plugs, wires and rear main seal and put the car back together. Once I timed the car I crunk it and it ran fine so I started putting the rest back together. Now for my problem, it wont start. It turns over and its getting fire and fuel, #1 plug is burnt and #4 just smells like gas and also the break lights wont go off for some reason. I've exhausted all ideas of what it might be so if you can help please let me know thank you.

erika; The first thing would be to re-check cam timing. Very easy to get the belt off a tooth. After confirming it is correct, take a compression test. Obviously, we are concerned with #1 & #4. (take a reading on all four cylinders, post the results) You may have to squirt some oil into #4 due to the overfueling. If the compression is okay, connect a fuel pressure guage. Turn the key on, read the pressure. Turn the key off, and watch to see if the pressure bleeds off quickly. I'm suspecting either a compression issue, or an injector problem.
When you mentioned that #1 plug was "burnt", please elaborate. Overfueling will contaminate the engine oil and cause a lack of lubrication which could be your inital problem. Even though you probably have fresh oil in the engine, you will more than likely have to change it again.

I failed to mention that the first time i put it together it was off a tooth so i had to retime it but im for certain that its correct this time. Oh and once I put the oil pump on and found out i needed the crank and rod turned etc... I didnt have the money so it sat for 4 months before I put it back together, i'm not sure if thats relevant or not. As for the #1 plug being burnt, its all black like its been charred but theres no gunk on it but it too smells like fuel. Thank you for the advice I will definitely get back to you with the results from the tests.

erika; Black and sooty means too much fuel. White means too little (or too much air). Honda engines are an interference type, meaning that if the cam timing is incorrect, the piston can make contact with an open valve and bend the valve. This doesn't mean that it WILL happen, just that it CAN happen. A compression test should answer the question. I've had many Hondas towed in with broken timing belts. Only about 5% (if, that) bend valves. So, we'll keep our fingers crossed.
