1990 240sx rough idle

1990 SOHC; replaced engine; trouble with head that was shipped; lifters were ticking; replaced head under warranty. The car runs rough, unstable idle. Checked throttle sensor, plugs are NGK, injectors are ok, timing set at 15. Car runs rough up to 35 rpms and then smooths out. Upon slowing/using clutch, the car will shut off. Replaced ECM. Was told possibly IAV problem. Also speedometer will move up/down like the tach-when car not moving. Also all vacuum lines have been replaced and there are no vacuum leaks. Please help!!
