1990 Toyota Corolla Heater Doesn't Heat

On my 1990 Toyota Corolla 1.6 Liter sedan, the heater won't blow hot air. Working fine one day, blowing cold air the next day. Literally. Steps taken by mechanic so far: flushed heater core, flushed coolant system, replaced 3 partially clogged heater hoses, replaced engine thermostat. Heater now blows only lukewarm air. Don't know what else to do. Mechanic says a new heater core might help, but he also says he flushed the heater core thoroughly and it should be working. Any advice would be much appreciated. With the engine at full operating temp, locate the 2 heater hoses where they go into the firewall and feel them to see if they are both hot to the touch. If not too hot to hold, then you have to look at the actual engine temp and if that is up, if it is, then your looking at a restricted heater core. If you find that they are both too hot to hold, then the heat in that vehicle is controlled by a blend door that regulates heated air flow. The door is operated by a cable on your car which can be damaged or broken.
