1984 S10 2.8 V6 4 wheel drive problem

the transfer case is engaging underneath but the front wheels are not turning, the vacuum lines are a little dry rotted, if i replace them would that help or does the transfer switch on the transfer case need to be replaced. If u jiggle the line under the hood where the 4 wheel drive actuator plunger type deal is the 4 wheel drive light will flash on and off, any help would be appreciated thanks

If vacuum is leaking at the lines or the diaphragm that pulls it to engage those need fixing. Seeing that light means it's trying but not staying there when that goes out, T
