1/2 ton chevy(96) tailgate

I have a 96 chevy truck and the tail-gate latches are stuck open. If I pull the handle to open it they stick but if I make them spring out with a screw driver they move freely until the next time you pull the latch/handle. Is there a fix for this problem? I have tried to lubricate them by spraying penetrating oil in around the handle in every direction and working the latches at the same time, I tried regular oil also and I saw no positive results either way. I am at a loss. Please Help!!

I've also wondered how to access tail gate parts and own a '97 which works fine but would like to lube its parts and keep it that way.
A shot at GM and others: Spend a little time putting UTILITY in utility vehicles and stop worrying about how many cup holders they have T
