03 Malibu not decelerating

I have a 2003 Chevy Malibu (3.1L V6) that I am having some issues with.
The problem I am having at hand right now is that when I take my foot off the gas pedal it will not decelerate on its own. Its almost as if cruise control engaged on its own. It only starts doing this around the 40-50MPH range.
This issue started happening at the same exact time I had alot of other issues start. Driving the vehicle down the express way one day the car had all the gauge lights light up at once and then it shut down on its own while driving. After I coasted to the side of the highway I tried to restart it with no luck, it was like the car was dead but lights and what not would work. After having a friend come out and look at it and finding nothing, we tried starting it and it started right up. Continuing to drive after this I noticed that I started getting high rpms (2000 in neutral), around 40-50 it would feel as if the cruise control had engaged on its own, and after driving for an hour or so it would completely shutdown like it had before. After researching the issues I found the information on the passlock 2 information and bypassed the anti theft system which I did this morning and drove two hours with out it shutting down or having high rpms. How ever this issue of not decelerating when I have my foot off the gas is still apparent. The high rpm and shutting down issues were all intermittent problems but it holding the constant speed happens when ever I drive it. I had already brought it into the dealership when it had all the issues and they could never find any problem. If any one has any idea at all what I can do or what to check please feel free to add in anything.
I am sorry this is so long but I just wanted to try to get in as much possibly useful information as I could.

What is your VIN number?
Passlock won't turn the engine off while you are driving and it won't cause high rpms. You have something else going on.
Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.
