won't go pass 55mph

thinking about buying a 1995 Dodge Grand Caravan for 500 dollars but there's one thing wrong with it, it won't go pass 55mph and the person said he thinks it's the transmission can you help on the subject

The “could be” reasons are almost endless as to why the van won’t or can’t reach highway speeds.
Take it into a garage and have it diagnosed before you buy it; along with having it checked for safety related issues. Who cares if you can’t get 55 mph out of it, if you can’t stop or steer it.
