I'm assuming the engine isn't running.... Going off your statement the alt belt is spinning and the T belt isn't means the crank is turning, that runs the alt belt. I'm assuming again that you are looking at your cam gear and that isn't turning when the engine is cranked. The T belts runs the cam gear. If a new belt has been installed & it still doesn't run or turn the cam when cranked, something went wrong on the install. Something is frozen & broke the new belt, wrong belt, bad tensioner......something. If the cam isn't spinning when the engine is cranked, it will have to be torn back down and see what went wrong......... I'll be away for a while but back later, if you have any other questions, I'm sure someone else will jump in......
