The idle mixture has needle valve screws with tamper proof plugs - and takes a special socket to turn them after you chisle the plugs out. That only effects idle mixture and part throttle. The main adjustment for mixure richness is adjusting the floats - but you need to take the top off and at it's age you weigh the floats first as some can saturate with gas and the adjustment will be ineffective - the needle valve could be not seating right from age or debris and can make the bowl over fill.

It's more likely that it's running rich because the choke is'nt shutting off, or floats have sunk. Choke pull offs need to be checked. Also the round black choke spring may not be heating up - the connection there needs to be good and checked for 12v with ign on. With a cold engine and ignition in run position you can feel it heat up and watch the choke open. The last Quads were fairly tamper proof for automotive use.

These carbs were tricky to take apart and rebuild and need some special tools. The DIY kits won't include the pull offs and they used to be expensive. Check the price of an exact replacement vs the time and trouble if you really think too much is wrong with this one. It could just be vacuum leaks or choke heater/connections. So do some checking, decide from there,

CrazySorry - I didn't catch the word new in the post the first time. Do you mean brand new, rebuilt or used one new to your car. There's a defect rate with any but some rebuilders only replace just the items needed and don't do the whole job. Try to rule out other causes and take it back. You really shouldn't have to mess with it either new or rebuilt. I have had some that it was just easier to make minor adjustments than the hassle of a return.

You did say you could smell gas though, and if not a leak it kind of points to the carb.

Did 86s have feedback carbs? If so, there might be a problem with the MC solenoid. Listen to the carb at idle for a rapid clicking sound.
