screeching windshield wiper noise

2001 chevy Tracker 2 dr. solft top 4x4...... 2 litre engine.
I would like to ask this question again. I should have posted it earlier on it's own....sorry guys!
Windshield wipers make a screeching sound while running even with the arms and blades are pulled away from the glass.
How do I get at the hidden control arms to see what's up and fix and or lub

General: You should be able to see something but maybe not thru the vents at the base of the wipers. That cowl should come off if something just needs lubing up. Suggest water proof grease (they aren't all) and target the exact spot or find a broken/bent part in there,
