misfiring after replacing plugs and wires

I have a 2000 chevy cavalier with a 2.2l and 147000 miles and recently put new plugs in it. After replacing the plugs with ac delco plugs it started misfiring. I sprayed the plug wires with water and noticed an arc coming from the spark plug boots so i repalced them as well thinking this was the problem. The engine is still acting like its misfiring but i dont see any arcs anywhere. Can someone help me figure out where to go next with this problem?

The check engine light is on, but that is because the fuse to my cooling fan keeps blowing due to the motor drawing to many amps, I'm going to replace the fan motor this weekend, but there are no other codes other than the cooling fan one.

That makes me doubt whether you are actually getting misfires. The computer tracks misfires and will set codes identifying the cylinders. I have checked the plugs and they all look fine . Forgot to mention this problem is only noticeable at idle or low speeds like when you come to a stop light or just start it up and its not all the time its every now and then the engine kind of cuts out for a second then it acts fine. I mean theres no bang or pop coming from the tail pipe but its like a cylinder isnt firing or something. You feel the engine move a little bit then it stabilizes. At faster speeds you dont notice anything.

I doubt you have a misfire. with the new info this sounds a lot more like an IAC motor problem than a general misfire. As Hammer said, if it was misfiring it would pull codes. For random cylinder it would be P0300 and more specific would elicit further codes.
