I was driving my 92 ford tempo, 2.3 4-cylinder. It started happening after hitting a pot hole.I lost power to the power steering, then it began to overheat, after that the battery went dead. I also heard a ratteling sound coming from the front of the engine. When I looked at the engine the belt that drives the all the pumps and alternater was not spinning. I wanted to know what drives the belt and what could be the reason it is not spinning.Frown

The crankshaft (lower) pulley also known as the vibration damper is what drives the accessory belt(s). The lower pulley is made out of an inner hub and an outer pulley surface which are joined together with a rubber insulator. What may have happened is that the rubber insulator has failed; the inner hub is turning with the engine but the outer pulley is allowed to stay still.
If this is the case you will need to replace the lower pulley assembly. You’ll have to remove the belt to confirm this; once removed try rotating the lower pulley. It should turn as a single unit along with the engine’s crankshaft.
