idle quality keeps changing?

I took my car to a local garage. They said that it is operating normally. Yeah, right! I went across the street to the local Citgo, and filled it up with mid-grade. Guess what? The funky idle is still there, but the kick-down and acceleration are back. But I still can't get any gas mileage over 60 mph. The shop said that there are no codes, and everything checks out. You had mentioned a possible cam timing problem? I just had a timing belt change in February. What should I tell another mechanic about this problem, without getting another brushoff. And I'm running out of money. Any suggestions, please? Thank you.
