I have a 1987 chevy truck it bogs down between 2nd and 3rd gear and then it surges betweed 50/60 but not every time I drive it

Is this a carb or fuel injected system? The last carbs were problematic and at it's age vacuum controlled items start to get common. Check out integrity of the vacuum lines for now,
