engine sluggish when first starts and then drives ok

my 2001 chevy tohoe starts slowly about 3 turns of the key and when i push the gas down will barely move for about 15 to 20 seconds then is ok. i changed fuel filter and air filter, it seems like a fuel issue . but not sure now. has anyone had this problem ? its a v-8 , has full power untill i shut it off and then start up again. then does it again

The most common cause of a symptom like that on that truck is the fuel pump. You will need to use a fuel pressure gauge to not only see the running pressure but how long it holds when the key is shut off. It should not drop more than 10 PSI in 30 minutes.
If this is a 5.3L, the spec is 55 to 62PSI and it HAS to be in those specs at all times.

Try to check this in the AM before you start it .

ok i will. i does do it everytime you shut the truck off, even for five minutes. all day along

That's unusual. It usually sticks with either hot or cold. The starter IS cranking the engine every time, right?

yes it does. it feels like lack of fuel and then just great power. im confussed with it. cause everytime i start it it takes three cycles to start then no power for 15-20 sec. then full power.
