is there a reset button on a dodge pickup ram 1500 4X4 ........i read 13 volts on battery and across fuse but it acts like its dead, no lights nothing? can anyone help

This is the fuse box in the engine compartment. Check all the maxi fuses which are numbers 1 though 6 and especially 2 and 3. You can't just look at these. they read fine.......question with my battery charger on it tryes to start but can.....all light work come on.... when I remove the charger its dead no power no lights.....nothing I changed the battery still nothing....
