car not starting

Hi I have a 96 dodge caravan that will not start. All it does is click. It used to be if I turned the key enough times it would click and then turn on but now it dosent trun on any more. I thought that maybe it was the ignition switch so I replaced it but it still did the same thing. Can anyone help?

Will it respond to a jump? Single click suggests a connection problem or bad starter and the fluttering clicks suggest low amperage available to turn the engine,
