Tps sensor help needed

Mt tps sensor reaches reading of 87% on obd reader when gas pedal is fully depressed! does it need to read 100% ? Does 87 mean there is something wrong with the Sensor or some other component of the vehicle.
Also tps sensor begins from 3.92% when gas pedal not depressed , is this figure correct or should it be 0%?
My vehicle is a rover 25, 1.6 engine, 2003 , 52000 miles on clock.
Even if you don't know much about the vehicle or model , do the above figures look right for any vehicle?
