Question on Serpentine Pulley

Question on Serpentine Pulley

Let me start by saying I have no automotive experience. I recently changed a serpentine belt and found out one of my pulleys aren't moving. 99 Honda Accord 3.0 Vtec 6 cylinder 155.000 miles The pulley that isn't moving is not ribbed, so it touches the outside of the belt. When I try to move the pulley it turns only about a half a inch. Yes, I know for sure the belt is on correctly. My question is, what could be the possible problems? I'm thinking it might be a bad bearing. Also, is this something I could fix myself? Let me remind you I know nothing about cars. In your diagram that pulley is no doubt just there so belt can be routed and not rub. It should turn of course at the exact speed of the belt, T

It's called an idler pulley and they go bad all the time. Very easy to change. One more question... The bolt on the idler pulley is also my tensioner so if I try to remove it the whole thing just moves. How do I get it off?

OK, the plot thickens.................
