Help 3.8 lesabre not downshifting?

I have a 1995 buick lesabre, it runs down the road fine until I come to an incline then it doesnt seem to downshift and gets sluggish, but if I let up off the gas and step on it again it downshifts, I have no lights come on. I took it to a mechanic that put it on doagnosis and didnt get anything wrong, he mentioned the EGR valve so I unplugged it and it seemed to be better. I took the vavle off another running buick with no prblems, and the check engine light comes on now, but still has a little chugging. help!!!
