Fuel problem on a 3.1l multiport fuel injected car. Fuel pressure at 41lbs according to guage. Checked all injectors and they are pulsing. Lifted rail and cranked car to see if injectors would squirt and they are not. Seems as if fuel is getting up to lines but stops. New fuel pressure regulator, but seems to hold pressure too? What would cause fuel not to get past injectors?

*I did use noid lights to check injectors and they are fine.

Fuel gets up into lines but stops before it gets to rail and to injectors. Why? The reason I determined this was by pulling rail and visibly holding up rail to see. Yes I left injectors plugged up.
