Fuel filter drains when truck sits

The Same 1984 Chevy silverado K10 4x4 truck 5.7 engine over 2oo k miles When the truck sits for awhile the fuel filter drains empty, and when i go to start it the next time it takes a bit to start until the filter fills back up and if I try to give it gas it will kill it . Its not a stock filter , it is in the hose coming from the carb and its a clear tube in the line you can see the metal filter inside. I've put a new fuel pump on , and not sure what to try next .

I assume this is a carburated car. It should be acting like that. Even if there was a leak in the lines and it was draining the lines and filter, the carb bowl would still be full and it would fire right up.
