Engine idle below 1k rpm. Possibly compression chambers?

1997 honda civic I4 engine, manual 5 speed almost 250k miles,burns oil. bought used, had it for a year. Idled rough when I got it but its gotten worse. I got the distributor wet once and it Gets a lot.of build up.
when left alone the engine sits at 1k for about 3 seconds then drop to aprox .2-.3. When it does the entire car shakes and the engine makes a rumbling noise. Im pretty sure I replaced all the spark plugs, but when I was replacing an engine valve I noticed a lot of build up inside the chamber some of it I scraped off. What can I do to fix this without buying a new engine?

It has 250K on it. Exactly how long are you expecting it to run good?

park it . find out how much scap is going for. sorry but thats about it
