I have a 1996 Chevrolet Astro Van 4.3 fuel injected, the engine is hard to start when it's cold or if it sits for about 30 minutes. I have changed the fuel filter but still did not help. When it starts it runs great.

First, find out if its firing on the the first turn of the switch....that will determined if the trouble lies in the coil or parts of.

It does not appear to be firing, I go through about 12 short trys before it starts, about 12 1 to 4 revolution tries before it starts. Thank you for trying to help me.

It could be the CCA of your battery. CCA stands for Cold Cranking Amps, sometimes if the battery is older the CCA drops, or if you have replaced it recently it may be too small to crank the engine. A vehicle of that size3 probabl;y needs about 550-600 CCA or an N70 Battery. Do you have that? The CCA rating is on top of your battery.
