If you do not fill the fuel filter with fuel can it burn up the fuel pump?

I'm not a dielsel specialist but I don't think it would. That would be like if you ran out of fuel it would then destroy the pump?? It would certainly help if you could fill it with fuel first. Same with oil filters -- the time before pressure gets built up is near nil or less. Can't do that with all of them.
I have heard from some folks that running out of fuel in a dielsel is a pain to get going again. I'd pre-fill it, Tom
