98 jeep grand cherokee fuel rail empty no pressure or fuel

1998 jeep grand cherokee, 4.0l straight 6, two wheel drive will not start checked pressure on fuel rail not there nor is there any fuel present but 1/4 full in tank added 2 gals. still no fuel on rail help please fuel fuse and relay under hood good been replaced

Try starting it by spraying some starting fluid or carb cleaner into the intake. We need to see if the other functions are working OK so we will know where to start looking for the problem.
