95 Eagle Summit Spitting & Sputering

I have a 1995 Eagle Summit ESI 1.5 or 1.8
My question or problem is.
When I get to a stop sign or light either one and go to take off I make sure I have the car in first gear and let out on the clutch and start to go, as soon as I give it gas to acclerate it starts to bog down, or while driving the car it feels like there is loss of power or something, and it literaly spits and sputters then clears out and goes, then when I shift it into 2nd gear it does the same thing some times.
I had replaced the water pump and had a mechanic redo the timing on it.
It ran good for about 2 weeks now its acting up again.
Any clues?

Might start by looking at vacuum lines, there could be a leak.
