Are the fans working? Try putting on A/C if you have it. Sounds crazy but that should force them to work if not working. Condition of radiator needs a good look too. Also, how is it that you are sure T-stat is working? Good luck,

the fans work i left the car run and after a while they turned on. for the pump i dont know i will look into it. and as for the t-stat i read that if you let the car run as it heats it the top water tube going into rad. should gradually get warmer. and it did so thats why i belive it works

Your tests seem in order. One silly thing to still check out is that the radiator, not just recovery tank is full! If not the next thing is WHY?? If everything looks ok I would still possibly blame the thermostat for not opening enough. Not too common but possible, keep at it,

A restricted radiator is something else to check for. If there's a big temperature difference between top and bottom hoses, that may be your problem. This doesn't happen too often but if your cooling system is rusty, the water pump impeller vanes might be corroded away. This can be checked by disconnecting the engine-to-heater core hose, starting engine and checking flow.
