'93 buick regal no power

I have a 1993 buick regal that we use as a spare vehicle. My wife was coming home for work and the car lost power and eventually died. I only can get about 10psi fuel pressure and it is difficult to start. When it warms up, it idles a little better but when I take it on the road it has very little power. i changed the fuel pump and filter with no success. Out of ideas. Is there any way to check the timing to see if there is trouble with the timing chain or gears.

10 psi is way too low for that system. Did the new pump put it in the 30 to 40 psi range running? Is the check engine light on? Check for codes 1st & then try disconnecting the Mass air flow sensor (on the throttle body) & see if that helps it run better. You might also want to take a vacuum reading @ idle & @ 2500 while hot, if it goes to almost nothing @ high rpm you may have a restricted exhaust system.......
As far as you timing chain goes..... A vacuum reading would be low & shaky @ idle & also the compression would be low on all the cylinders.......
Now I'm assuming you have the 3.8 L & not the 3.1..................

Fuel pressure stays at 10 psi all of the time. Is there a fuel pressure sensor of and kind in the system. I may have had an exhaust restriction due to a partially caved pipe, but I cut the pipe about 3/4 of the way through just B4 the restriction the compensate for now. Vacuum seems ok (don't have a gauge). Can't pull my own codes either, unless there is some way to do it with the key, and somewhere I can figure them out online. I've been working on this problem for about 40 hour and I am baffled. I may just have to break down and take it to a scope.

Without the proper equipment, that might not be a bad idea. You really can't guess at what is ok & what isn't.....going down that road can get expensive when you guess wrong... The cost of a diag is about equal to 1 maybe 2 wrong guesses, after that the diag would've been the cheaper route.
You can pull codes on that by grounding the a & b terminals of the DLC together but without the proper tools to track the problem down you're back to guessing....This is an ODB I system & that system was/is very unkind to code pullers.............
