My husband is trying to help out a deploying soldier who can't afford to take his car to the shop for repairs. Husband has worked on cars his entire adult life, but not on a Honda. The car had a blown head gasket which my husband replaced, along with the water pump, timing belt, thermostat, radiator, and all the required seals & gaskets. He had to work on it over time(couple of weeks) as he has a job too. So when he finally got it all back together, there is a flashing green immobilizer key signal at the ignition II spot, no sound of the fuel pump kicking in, a buzzing noise coming from the dash behind the glovebox area, and the car turns over but isn't starting...no fuel or alarm preventing start? There is no fuel in the fuel rail yet as he hasn't been able to bleed the system.....have to get the proper fitting for the pressure tester. Could the buzzing and indicator light flashing be related to the empy fuel rail. Or is it from the battery being disconnected for so long and the anti theft stuff/immobilizer needing reset? And yes the ground wire is connected. He has been using the spare key as the soldier has the fob key. We have already donated a lot of money to this project because the guy can't afford the repairs, but really needs the car so we are trying to avoid the shop/dealer. What should that kind of check and reset cost? Any advice would be greatly appreciated. Just trying to be a good samaritan since this guy is risking his life for all of us.

I don't know what he's trying to do with the fuel rail but noting is required. It doesn't have to be bled at all. Just crank the engine and it bleeds itself.

The immobilizer system is a key recognition system and doesn't have too much to do with the engine. First make sure you are using the right key because it has a transponder built into it. Next, check all the fuses and make sure none got burned out. If you still can't resolve it, then it requires a factory scan tool to diagnose properly.
