No, not a chance that a Converter is causing your high idle. You likely have an air leak somewhere.

Try unplugging IAC(Idle Air Control Valve) and see if idle goes down.

If so,why does the heat shield under glow to a firery red and is super hot, i mean hot?

That usually means over rich or over lean mixture or a misfire dumping raw fuel into the converter.
