2001 dodge stratus 2.4 sedan lack of power/sluggish

So this car has been a nightmare engine was replaced because it didn't have oil and it was driven. Engine was installed somehow ECM went bad it was replaced then trans comp went bad all have been replace and now the car drives for about 10-15 miles just fine then after that it lacks power i will press the gas to the metal and car will not go forward i shut car off restart and it drives fine for same amount of miles i have no clue where to search check engine code is has is P0551 nothing to do with engine im lostUnsure

Plugged catalytic converter or exhaust system?
Have someone test for excessive exhaust back-pressure.
1.5psi or less (preferably less) at idle; 3 psi or less at 2000rpm; this is a rule of thumb for most stock naturally aspirated gas engines.
While holding the rpm at the 2000rpm watch that the gage does not slowly climb.
As in 2psi when engine first reaches 2000rpm and then slowly climbs to 3, 4 or higher the longer the rpm is held there.
