The new one will have to be programmed if you decide to keep it. If you have no power at the OBDII connector, you may want to check fuses. There may be two fuses for the PCM. Check the power distribution box under the hood and the fuse box under the dash (driver's side). I'm also assuming that you have plenty of battery voltage. The wiring sags there and gets water in the loom and corrodes the wires. Look g=for a brown wire, or a green wire with a red treacer.
