2001 Mercury Cougar Fuel Pump

I have a 2001 Mercury Cougar. V6. 110000 miles.Last week, I ran my car out of gas without realizing it. I went to start it the next day and it wouldn't. I put gas in the car, but it still wouldn't start. I let it sit for a few hours and it started up just fine. I was driving a few days ago and my car died. It felt like it ran out of gas, but there was 1/4 tank. I had an experienced friend look at it. He said it was the fuel pump. We replaced the fuel pump, it still didn't work. We made sure that the new fuel pump was good, and it was. My friend said that there is power going to the fuel pump, it is just not pumping. He checked the fuel filter and all of the fuses. What could it be??

It could be the fuel pump sencer have your friend check that out.
